Burkina Faso kicks off ‘Solar Cluster’ plan

The West African nation is launching a new capacity-building program to create an “ecosystem” of PV industry players and energy-efficiency specialists. The Green Climate Fund is providing support by facilitating access to international financial resources.

Agence Nationale des Energies Renouvelables et de l’Efficacite Energetique (ANEREE), the state entity responsible for renewables development in Burkina Faso, has launched a new “Solar Cluster” initiative to help build up the domestic PV industry and promote energy efficiency.

The program – backed by the Green Climate Fund (GCF) – is designed to help solar companies in Burkina Faso become more competitive. GCF – the financial mechanism of the United Nations Framework Convention on Climate Change – will help ANEREE to implement the Solar Cluster program, partly by facilitating access to international financial resources.

The funds will be provided in part via the West African Development Bank in the form of loans with favorable conditions for companies in the landlocked country. The Solar Cluster program will also adopt a mixed approach to financing to offer long-term financial backing for PV projects, ANEREE said.

Last Friday in Ouagadougou, the national capital, Minister of Energy Bachir Ismaël Ouedraogo said that the capacity-building plan would provide “networking opportunities” to bring together different companies and organizations in Burkina Faso’s nascent solar industry. The aim, he said, is to share best practices and improve the competitiveness of Solar Cluster member companies.

In addition, the Solar Cluster initiative will provide a range of different services for members. Those services will include training events and networking opportunities.

Burkina Faso is heavily reliant on fossil fuels but is determined to achieve universal access to electricity by 2025, from a current electrification rate of approximately 20%, according to International Finance Corp. The country had installed just 62 MW of solar PV by the end of 2018, according to the International Renewable Energy Agency (IRENA). However, the country is now poised to benefit from more than XOF 1 trillion ($1.7 billion) in new investments in the solar sector across West Africa by 2025, Ouedraogo said at the Solar Cluster launch last week.

In March, the Fond des Energies Renouvelables pour la Résilience du Burkina Faso offered to provide technical and financial assistance to companies that supply small-scale PV systems and innovative cooking stoves in Burkina Faso. The fund, which is managed by the United Nations Capital Development Fund and financed by the Luxembourg government, will provide $50,000 to $200,000 to companies that submit winning project bids.
