Saudi Arabia launches 1.2 GW PV tender

Through the third procurement round of Saudi Arabia's National Renewable Energy Program, the Renewable Energy Project Development Office is tendering four large-scale IPP solar projects. Projects selected in the tender will have to rely on a minimum local content of 17%.

Saudi Arabia’s Renewable Energy Project Development Office has launched the request for qualification process for another tender offering 1.2 GW of solar capacity.

Through this new procurement exercise, which is the third round of the country’s National Renewable Energy Program, the REPDO intends to select IPPs for the construction of four solar power projects with capacities of 80 MW, 120 MW, 300 MW and 700 MW, respectively.

The selected projects will have to be built with a minimum local content of 17%, the Saudi government said in a statement released. The deadline to pre-qualify for this new tender is February 6.

In March, the REPDO said that the second round of the program, for which the allocation of 1.5 GW of large-scale solar is planned, attracted 250 bidders. Later in July, the REPDO revealed the number of bidders was narrowed down to 60 and added 28 of them are based in Saudi Arabia. The final results of this exercise must still be announced.

In the first round of the program, the REPDO assigned 300 MW of PV capacity to a single project, the 300 MW Sakaka solar project, which is now operational. This first tender attracted global attention as, at the time, it prompted the lowest bid for solar ever submitted, with French energy giant EDF bidding a levelized cost of electricity of only SAR 0.06697 ($0.0178)/kWh. The record bid was rejected, however, with the successful offer tendered by Saudi energy giant ACWA, at SAR0.08872/kWh.
