Albania’s Ministry of Infrastructure and Energy has launched a tender for the construction of a 140 MW solar power plant in the Karavasta area, in the central part of the country.
More specifically, the solar park will be located in on 122 hectares of land Divjaka municipality, in Remas, and in on 76 more hectares in Fier municipality, in Libofsha.
The Albanian government stressed that the construction of the facility will not affect the Karavasta Lagoon, and that project planners have tried to stay as far away from the lagoon and protected area as possible.
According to the ministry, only a 70 MW section of the solar will be awarded a regulated tariff through the tender, while the remaining portion will sell power to the free energy market.
“The regulated price will be granted for 15 year and will certainly be purchased by the energy distribution operator,” the ministry said. The Albanian power utility is Operatori i Shpërndarjes së Energjisë Elektrike SH. A. (OSHEE).
The ceiling price set by the government for the tender is €55/MWh. Interested developers will have time until March 16 to submit their bids.
This is the second tender for large-scale solar held by Albanian authorities. A previous tender for a 100 MW solar park was won by India Power in November 2018. A 50 MW section of the project was awarded a 15-year tariff of €59.9 per MWh, while the remaining 50 MW is selling power to the local retail electricity market.
Albania is also supporting rooftop PV through a net metering scheme issued in June.
